Guan Haixiang was appointed Chongqing's a new police chief in February 2012 amid a brewing political scandal in the city. Guan, the former deputy head of the Communist Youth League, replaced the disgraced Wang Lijun, the city's former head of police and vice mayor who co-ordinated Chongqing's anti-corruption campaign in partnership with the city's party secretary, Bo Xilai.
